This Action intends to promote gender equality in all areas of labor market and education, including green tech and STEM, by increasing women’s access to education, vocational training and various forms of lifelong learning. 

Gender Equality Focus:

Yes. Equality between women and men means equal rights and obligations, equal opportunities for realization and overcoming obstacles in all areas of public life. Women and men should be free to develop their personal abilities and make choices without the constraints of gender-based stereotypes and discrimination. Ensuring equality between women and men is a fundamental factor for the realization of the rights of all citizens.

Inclusion of Gender Targets:

Yes. This Action includes data by gender and job rates, salaries, income, incidents of violence and sexism.

Stakeholder Engagement:

Yes. This Action ensures cooperation with social partners and other stakeholders.

Data Collection Mechanisms:

National reports on strategies and action plans for gender equality and European Institute Index for gender equality.

Monitoring Indicators:

Job rates, age groups, income and pension gaps, incidents of violence and sexism rates.

Funding Available:

The main sources of financing for the activities in implementation of the Strategy are the state budget, European funds and programs and other national and international sources, and in cases of implementation of temporary incentive measures in accordance with the provisions of the Law on Equality of Women and Men, sources of financing are also municipal budgets. 

Impact Description:

The implementation of the Strategy is carried out through plans that include activities, responsible bodies, financial resources and indicators. The results of the implementation of the integrated approach are expected to lead to the achievement of de facto equality between women and men in Bulgaria, to a society in which women and men, girls and boys have equal opportunities to develop their talents and realize their potential, freely choosing and following their life path. The evaluation of the implementation of the Strategy aims to assess the achievement of the objectives and the actual results of its implementation by determining the effectiveness and efficiency of the measures taken.

National Program “Education with Science”

Key Objectives: 

The current national program is aimed at engaging academic circles in the country to support secondary education with a view to addressing key societal challenges and achieving the goals of the European Education Area. The program provides additional resources to support school institutions through mentoring and assistance in the implementation of new and traditional extracurricular and extracurricular activities. Its focus is on the development and improvement of existing scientific competitions, schools and networks of small scientific research communities.

Relation to Green/Deep/STEM: 

This Action intends to create a mechanism for academic sector support for school STEM centers, which would significantly increase the opportunities for modern interdisciplinary learning and the quality of research activities in schools. 

Gender Equality Focus: 

Yes. This Action aims, among others, at ensuring equal access to quality educational resources.

Inclusion of Gender Targets: No. 

Stakeholder Engagement: 

Yes. This Action ensures cooperation with different beneficiaries, including Institutes and other units of the Bulgarian Academy of Sciences, accredited higher education institutions, observatories, museums and planetariums.

The financing of the activities under the program is carried out through the budget of the Ministry of Education and Science. The funds for ensuring the implementation of activities under the Program are distributed according to a partnership agreement concluded between the beneficiaries with an attached work and financial plan.

Impact Description: 

The implementation of the activities in the Program separately and as a whole will contribute to raising the prestige of Bulgarian education and in particular to:

  • Increase the effectiveness and prestige of Bulgarian research extracurricular activities in secondary education.
  • Use scientific and research approaches in implementing training in STEM centers for school education.
  • Develop joint forms of extracurricular activities between scientific organizations or higher education institutions and schools.
  • Introduce modern technologies and methods in the development of teaching materials and the analysis of trends in secondary education.
  • Increase the importance of museums, observatories and planetariums for school education and the development of citizen science.
  • Ensure equal access to quality educational resources.

This Action intends to promote gender equality in all areas of education, including green tech and STEM, by modernizing education systems and training programs, prioritizing the education of women and girls, primarily in conflict-affected settings and increasing funding for education for women and girls, prioritizing education in emergencies and protracted crises. 

Gender Equality Focus: 

Yes. One of the main goals is to promote equal opportunities for women and men, since they are important for achieving progress in the fields of education, high technology, human security, overcoming inequalities, combating climate change and others.

Inclusion of Gender Targets: 

Yes. This Action includes percentages of participation of women and men, percentage ratios of positions held by women and men at different levels of decision-making, percentage of women participating in peace and security processes, number and percentage of participation of women in all areas related to conflict prevention and resolution activities and percentages of women occupying leadership and management positions in the structure of the diplomatic service.

Stakeholder Engagement: 

Yes. This Action ensures cooperation with state bodies as well as bodies related to enhancing women’s empowerment and their equal participation in peace and security processes, including the Special Representative of the Secretary General for Women, Peace and Security and a Civilian Council on the topic, composed of the non-governmental and academic sectors.

Data Collection Mechanisms: 

This Action aims at building a unified system for summarizing a database on the participation of women and men and preparing reports, academic materials/studies/analyses to maintain statistical data to track the balance between women and men at all management levels.

Monitoring Indicators: 

Indicators for measuring results in the implementation of the scheduled activities, which are expected to be achieved in the short, medium and/or long term are included.

Funding Available: 

The responsible institutions, departments, and organizations determine the deadlines for the implementation of the scheduled activities and the financial provision follows the funds provided within their budgets. 

Impact Description: 

The expected results are related to achieving equality between women and men, empowering women and their more active role in the processes of resolving conflicts, preventing and building, strengthening and preserving peace.

Key Objectives: 

The main objective of the National Strategy for Promotion of Gender Equality for the period 2009 – 2015 is to create guarantees for equal treatment, equal access to the resources of society and equal participation of women and men in the Republic of Bulgaria in decision-making with a view to their successful personal and social realization, as well as promotion of equality of women and men in all spheres of public, economic and political life of the country.

Relation to Green/Deep/STEM: 

This Action intends to promote gender equality in all areas of labor market and education, including green tech and STEM, by eradicating the gender stereotypes in education and in the sphere of culture. 

Gender Equality Focus: 

Yes. The main goal of this Action aims at eliminating gender inequality and promoting gender equality.

Inclusion of Gender Targets: 

Yes. The Action includes two main gender indicators that should be achieved:

  1. Eliminating the disproportion between the income of men and women – Pay of women as a percentage of the pay of men should reach 80%. 
  2. Ensuring the participation of women in governance – The proportion of women in the National Assembly and in Municipal Councils should reach 40%.

Stakeholder Engagement: 

Yes. The Bulgarian state works on the matters of equality of women and men in active and close cooperation with the non-governmental sector and the social partners.

Data Collection Mechanisms: 

National statistics on gender equality regarding labor market and economy and data from National Assemblies and European Strategies.

Monitoring Indicators: 

Both the European indicators for monitoring the equality of women and men and additional indicators for evaluation of results in the context of national specifics are used for monitoring and evaluation of the Strategy implementation.   

Funding Available: 

The main sources of funding the activities in execution of the strategy are the state budget and the municipal budgets. The Structural Funds of the European Union, by means of the relevant operational programs, as well as other target-oriented Community programs, are additional sources for financing this policy. 

Impact Description: 

In implementation of the main objective of the Strategy, formulated in such a way, the actions of all public authorities have several specific goals: 

  1. Exclusion of discrimination on grounds of gender in all fields of public life.
  2. Overcoming consequences of past discriminatory actions by undertaking active measures in respect to groups of women and men, victims of multiple discrimination, including on grounds of gender, as well as groups of women and men on whom the burdens of transition have had an unfavorable effect.
  3. Equalizing not only the rights of Bulgarian citizens, which are protected by the Constitution and the laws of this country, but also the opportunities of all individuals living on the territory of the country to enjoy these rights.

Key Objectives: 

The main objective of the National Strategy for Promotion of Gender Equality for the period 2016 – 2020 is the establishment and implementation of a long-term and sustainable state policy for achieving gender equality, which includes guarantees for equal treatment and equal obligations, after overcoming gender stereotypes, equal access to the resources of society and equal participation in decision-making of women and men in the Republic of Bulgaria with a view to their successful personal and social realization and promotion of equality of women and men.

Relation to Green/Deep/STEM: 

This Action intends to promote gender equality in all areas of education, including green tech and STEM, by promoting gender equality in all levels and forms of education, using existing funding instruments and raising awareness of educational and vocational training opportunities. 

Gender Equality Focus: 

Yes. Overcoming gender stereotypes and increasing society’s sensitivity to gender-based disadvantage and discrimination, promoting equal opportunities for women and men in different spheres of public life through specific measures and actions, are carried out in two directions:

  1. General systemic measures aimed at improving the legislative, institutional and resource basis guaranteeing gender equality for all Bulgarian citizens through the implementation of the integrated approach, and
  2. Specific incentive measures for individual groups of women and men in a vulnerable or disadvantaged position on the basis of gender.

Inclusion of Gender Targets: 

Yes. The Action includes two main gender indicators that should be achieved:

  1. Achieving 75% employment for women and men by 2020, and in particular eliminating the gender gap in employment.
  2. Developing and implementing recommendations for businesses to achieve 40% women in senior and middle management of companies.

Stakeholder Engagement: 

Yes. This Action ensures cooperation and collaboration among partners. The Chairman of the National Council for Equality of Women and Men under the Council of Ministers is the Minister of Labor and Social Policy, who coordinates and controls the implementation of the state policy on equality of women and men. The National Council consists of representatives of: ministries, state and executive agencies and other bodies established by law, representative organizations of workers and employees at the national level, representative organizations of employers at the national level, the National Association of municipalities in the Republic of Bulgaria, and non-profit legal entities whose subject of activity is in accordance with the priorities of the state policy on equality of women and men.

Data Collection Mechanisms: 

Data collection, trend analysis and dissemination of information is achieved through a database at European and national level for decision-making and regular reporting.

Monitoring Indicators: 

This Action includes a set of indicators, which allows: 

  1. To carry out a preliminary impact assessment of the policy.
  2. To measure and report on progress in its implementation.
  3. To assess the final effect against the expected results.

Funding Available: 

The main sources of funding for the implementation of the strategy are the state budget, municipal budgets, European programs and other international sources. A number of EU funding programs for the period 2014-2020 provide opportunities for promoting gender equality. 

Impact Description: 

The guiding vision is to achieve real societal change through legislative measures and strengthening of institutional mechanisms for the promotion of gender equality and equal treatment, combined with special incentives. Equality of opportunity will also be achieved through educational initiatives to increase public awareness and intolerance to manifestations of unequal treatment and discrimination based on gender, to the unfavorable, stereotypical and humiliating representation of women and men in the media.
